The government official was born in the year 1965 in October in Bishop Auckland, County Durham, England. She was born as the daughter of parents Alfred Hill and June Murray. Her father worked as a coal miner who died in 2012 while her mother worked as a midwife lives in Bishop, Auckland. Her family had struggled financially so at the age of 13, she began to do odd jobs to support herself economically.
She has a sister along with whom she attended Bishop Barrington School. After completing high school, she went on to join the University of Oxford where she was been bullied by her peers for her dressing style as well as her accent.
